This project page provides information about the Your Voice, Your Fairgrounds visioning exercise, including the project team, timeline of exercise, current and upcoming consultation tactics, and the results of the Phase 1 consultation through the interim report presented to Council Monday, March 9.

Phase 2 of Consultation: Planned Activities

  • We will be posting the survey questions that will be shared with Council and a summary of their responses to help kick off Phase 2 of the public engagement process. The survey asks Council to reflect on the Interim Report and provide guidance on priorities and next steps.
  • Technical workshops with key stakeholders to explore ideas and considerations related to the future of the Fairgrounds (April 2026).
  • Public Open House to gather feedback from local citizens on potential uses and amenities. This will include reviewing emerging themes, exploring what people would like to see on the land, and a comparative exercise to help organize and understand different community priorities (May 2026).
  • An interactive digital mapping tool where citizens can share ideas about what amenities they would like to see at the Fairgrounds and where they might be located.

About The Project

The Port Perry Fairgrounds have been a place of gathering, celebration, and community pride for more than a century. This initiative invites people across Scugog to take part in a shared conversation about the future of this important community space.

Through Phase 1 of the engagement process (Nov 2025 to Feb 2026), local citizens, community groups, and partners shared stories, values, and ideas about what the Fairgrounds means to them today and what should guide its future.

We are now kicking off Phase 2 of the engagement process (Spring 2026). During this stage, we will work with Council, community partners, and local citizens to explore and test potential directions for the Fairgrounds based on what we heard in the first round of engagement.

This phase will focus on learning more about community priorities, exploring how different ideas might work on the site, and gathering input that will help inform potential options for the future.

Later in the process, we will share back what we’ve heard and invite feedback on emerging directions before moving toward a final vision.

Who We Are

This initiative is being led by an independent and impartial project team — Darwin Pivot and J.L. Richards (JLR) — in partnership with the Township of Scugog. Together, our role is to design and guide an engagement process that helps the community share its ideas, experiences, and hopes for the future of the Port Perry Fairgrounds.

How We’ll Achieve This

  • Keep the process clear, simple, and easy to follow: All materials, timelines, and updates will be shared in plain language so the process is easy to understand and follow.
  • Communicate openly about what we know and what we’re learning: Updates will be shared through Township channels, my.scugog.ca/fairgrounds, and Council reports to keep the community informed as new insights emerge.
  • Share updates and progress regularly: “What We Heard” summaries will be published outlining key themes, actions, and next steps.
  • Be upfront about challenges, opportunities, and next steps: We’ll acknowledge what’s still being explored and what’s guiding future steps.
Everyone deserves a fair chance to be heard. We’ll make participation open and accessible for all.

How We’ll Achieve This

  • Create spaces (in-person and online) that invite participation from all voices: Engagement will meet people where they are, from pop-ups and community events to the online portal, making it easy for people to participate wherever they are.
  • Ensure everyone has the opportunity to participate and be heard: Multiple formats, flexible hours, and accessible locations will ensure a wide cross-section of citizens can contribute.
  • Welcome diverse experiences and perspectives, and create space for meaningful dialogue where all participants can contribute on equal footing: Facilitation methods and reporting will consistently reflect all viewpoints, ensuring decisions reflect a balance of community priorities.

  • Listen first: The first round of engagement focuses on learning from the community before any concepts or plans are developed.
  • Reflect community stories, history, and aspirations: Local quotes, stories, and ideas will be featured in materials, reports, and displays to make community voices visible throughout the process.
  • Connect themes and translate insights into clear direction: What we hear will be summarized into key themes and tested with the community before any recommendations are finalized.
  • Ensure decisions reflect a balance of community priorities: We’ll aim for a thoughtful balance between diverse interests, long-term needs, and what’s possible, ensuring outcomes reflect shared values.
We’ll listen with respect and empathy, even when perspectives differ.

How We’ll Achieve This

  • Approach every conversation with empathy, openness, and a willingness to learn from others: All sessions will begin with clear ground rules for listening and respect, creating safe spaces for dialogue.
  • Create spaces for open, honest dialogue where different perspectives can be shared safely: Facilitators will model inclusive practices that encourage participants to speak candidly and feel heard. We recognize that different perspectives can strengthen the process and lead to better outcomes.
  • Ask questions to understand the “why” behind people’s ideas, concerns, and experiences: We’ll probe respectfully to ensure we understand the reasoning and emotions behind people’s perspectives.
  • Reflect what we hear with care and accuracy, ensuring all voices are acknowledged and treated with dignity: All summaries and presentations will attribute ideas accurately and show how they’ve informed next steps.

Ideas Tool: November 25 to December 12
Confidential Community Survey: December 15 to January 26

In November 2025, we held three Community Pop-Ins across Scugog. These informal, drop-in conversations gave residents a chance to share how they use the Port Perry Fairgrounds today, what they value about the space, and what they hope to see in the future. All feedback gathered at these events is being incorporated into our overall engagement findings.

Another Community Pop-in will take place February 3 from 1:00 to 3:00 p.m. in the Nestleton Community Centre.

How Your Feedback Will Be Used
